MANILA, Philippines --- For lack of jurisdiction, the Sandiganbayan Third Division yesterday junked murder charges filed by the Office of the Ombudsman last January 11 against 10 retired and active Philippine Navy officers in connection with the sensational 1995 death of Cargo Deck Officer Ensign Philip Andrew Pestaño on board Navy vessel BRP Bacolod City.
